The central bank also regulates the operations of member banks, commercial and investment banks, through capital requirements, reserve requirements, deposit insurance, and other tools. It also provides loans and services to state-owned banks and the government, manages foreign exchange reserves, and acts as a lender of last resort to distressed commercial banks and other institutions, and sometimes even to governments, by purchasing government debt securities and providing economic rescue packages.
