Adding a second layer of protocols to an existing blockchain helps divert some processes from the blockchain. This usually helps to reduce transaction processing times and solves scaling problems of cryptocurrency networks.
Examples of second-layer solutions are Plasma, TrueBit, and the Lightning Network.
